I would guess that they are asking that you create multiple static arp
entries, keeping in mind that IBM hosts operate on Token ring, using SNAP
encapsulation.
router(config)#arp 1.1.1.1 1111.1111.1111 snap
router(config)#arp 1.1.1.2 1111.1111.1111 snap
router(config)#arp 1.1.1.3 1111.1111.1111 snap
