If port 2065 was implemented for both source and destination, then wouldn't
it cover all cases of DLSW peering despite differences in ID?

Albert,

as you know, peer with higher id will torn down connection to its
port 2065. So, there will be just one connection, that's why I
said that you don't need two lines. But, if you are going to
implement queueing on both sides (and I think that you should),
access lists won't be identical; one side will have 2065 as source
port, other side will have it as destination port. For example,

<peer id 10.10.10.10> ----- DLSw ----- <peer id 11.11.11.11>

Now, we know that connection that will be used is the one
originating from 11.11.11.11:

10.10.10.10(2065) ----- 11.11.11.11(>1023)

On router 10.10.10.10, source port will be 2065, dest >1023
On router 11.11.11.11, source port will be >1023, dest will be 2065

Access list on 10.10.10.10:

permit tcp host 10.10.10.10 eq 2065 host 11.11.11.11 gt 1023

Access list on 11.11.11.11:

permit tcp host 11.11.11.11 gt 1023 host 10.10.10.10 eq 2065
