This should not be the case and indeed would deviate from the spec

A multi-area router will have one ISIS process for each area it resides
in. Hence, "it's" refers to all areas it is connected to. It will set the
ATT bit if it meets the criteria for doing so (L2 connectivity etc)

Still holding out that the configs he is looking at are indeed clns routing
