Mind your language...

I think you should do some review of this case,
1. DCE cable should cross some of the signal wires.
2. DCE cable also provide clock, ie tx and rx clock, wire from the
interface where you
   config with clock rate and pass it to pin 15 and 17 for RS232 cable.

Once you inter swap the cable and clock rate command to the other router
and it work, it may not be the cable fault, it could be one of the
router interface has problem, most likely is the interface that act as
DCE.

the cables are really fuckable!!!
I switch the cable with routerA and routerB.
that is,put the rs232 DTE with the interface originally plugged with
RS-232 DCE and reset the clock rate at 64000,then all is well!!!

ohhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhh!!!!
