If IGRP traffic is not included as 'interesting' in your dialer
list then it will not bring up your ISDN line because it isn't
interesting.

The addition of the 'broadcast' keyword simply allows broadcast
and multicast traffic to cross the link. Without that keyword,
no protocol that uses broadcast or multicast will traverse the
link and it will not bring up your interface.

Another way to look at it is this: the dialer map without the
broadcast keyword only maps unicast traffic to a remote IP
address. Non-unicast traffic would have no map and would
therefore not bring up the link.
