        I think I finded the answer.I use flow cache switching in interface,and
the result tell me that average 64 bytes per packet.That router use route
VOIP packet to others.When use G.729,the IP packet is 50 bytes,and the router
use frame relay encapsulation in lease line.So,the CPU use more cycle to
process packet encapsulation.I think change from FR to HDLC will improve
cpu utilization,or change FR fragment from 53 bytes(default) to 1600 bytes.
But I don't know the FR switching(carrier) support or not.
