On the RSM you dont have the concept of encapsulation
for VLAN routing...
you create logical interfaces (VLAN intefaces) assign
ip addresses and then advertize these networks using a
routing protocol...

you need encapsulation when you trunk betwn two
switches
OR
if you are using a router port (FE) for Inter VLAN
routing
you need to create fastethernet subinterfaces an then
chose the encapsulation over here...
