Please check up on this but, as far as I know, IS-IS only works over point
to point FR links or alternatively over a hub and spoke topology with the
spokes configured for point to point interfaces and the hub set up as a
multipoint interface. I believe that this is a limitation to using IS-IS
but I don't know enough about it to tell you why this is so, perhaps
something to do with clns issues. Perhaps "frame-relay map clns <dlci>
broadcast" will fix the problem?

Do your NET address have the .00 selector byte appended to the end? If
memory serves, I believe ISIS requries this...
