I have seen this bug with various 12.1 images it is a known bug and in the
tracker database. Some 12.3 images I believe are also affected. 12.1(11)
does solve this problem.

test does not cover 12.2
it is new and unstable, get 12.1
...or open a case w/ cisco (this is not the place for it)
