The offset value is added to the routing metric. It is an additive process.

I think what you should notice is the offset value is 0 to 16. This implies
that it is not "additive", but absolute. How could you add 16 to the
existing hop count?
meaning "offset-list 0 out 1 serial 0/0" would set the outgoing hop count to
1 for all routes exiting serial 0/0. No matter what the real hop count is
on the original route(s).
