Depending on which router you issue this command, it could work (R3) or
not (R1). I prefer to use cle ip bgp <address> on either R3 or R1 or,
if you want a scenario where the routes aren't going to switch back in
30 seconds when the session comes back up:

router bgp xxxx
neighbor <R3 address> shutdown
