dialer watch and idle-timeout

Hi,
While I was doing some reading with dialerwatch ,
CCO said : dialer-watch will check the watched-route
after every idle-timeout and if that route is still
missing , dialer-watch will clear idle-timeout and
keep the circuit up .
But when I did the config , I found this :
because ospf/eigrp hello are denied , so idle-timeout
will reset by them . when idle timed out , ISDN WAS
TEARED DOWN , and then ospf neighbor lost after
dead-interval (40 sec) , then route was removed from
routing table .
NOW , DIALER WATCH KICK ISDN UP AGIAN .

Is this the way dialer watch should work ?
