I believe that the broadcast allows certain routing protocols like IGRP
and RIP v1 to work over physical (and multipoint?) interfaces. If a
local router can't ping itself, then the frame switch config and local
dlci mapping are out of sync. Broadcast wouldn't help in this instance.
