What if you power up the routers such that the desired DR is the only OSPF
eligible router during the election period (dead-interval, I believe)? Once
it gets elected as the DR, the only way it will lose it is if it becomes
unreachable on the broadcast segment and a BDR takes over for it.
This may be a hack solution, but it'll work...
