RE:OSPF Ethernet Segment DR Election

OSPF elect DR by priority and router-id. If priority can't be changed, then
you'll have to change the router-id by specifying an interface whose IP
address has a numerically higher value than the other routers' ID. If the
router you wish to be the DR doesn't have any other interface with a higher
IP addres, then you're pretty much stuck.
