Yes. I have "no exec" on the terminal server's line config.
Here is the pertinent part of the termserver config
line con 0
exec-timeout 0 0
password p
login
transport input none
line 1 16
no exec
transport input all
I suspect that the problem is in here, and not at the other routers,
since I could connect to the other routers with a direct console cable
from my PC.

Did you have "no exec" on your terminal server's line configurations?

not, any spurious noise from the devices will try to start up an EXEC
process.
