Yes the encapsulation is independent of lower layer framing and line coding
but they all have to match (line coding and framing must match on both
routers and the telco equipment).
For example if you order a T1 circuit from telco and telco has their
equipment set for B8ZS line coding and ESF framing then you need to match
this
on both ends of the T1. Whether or not you run HDLC or PPP encapsulation is
independent of telco but of course must match on both routers.
