It is the other way around:

RFC:
"This should be <RouterDeadInterval> some
            multiple of the HelloInterval (say 4)".

Cisco:
    ip ospf hello-interval
        default: 10 sec
    ip ospf dead-interval
        default: Four times the interval set by the ip ospf hello-interval
command

In the LAB 20 solution, the task is accomplished by changing dead-interval,
which I think is incorrect and also tested to be incorrect.
