In addition to the traditional GATED, there is a wonderful routing
daemon called Zebra that you should be made aware of. The nice thing
about Zebra is that it's configuration is nearly identical to IOS from
a syntax perspecitve. When the daemon(s) (Each routing protocol runs
as a seperate process) initially load, they read their configurations
from a text file that looks remarkably like a saved configuration.
Once up, you can telnet into each individual process, and configure
them interactively just as though they were Cisco routers.

These are the RFCs that it supports:

2453 RIP and RIPv2; 2080 RIPng; 2328 OSPF; 2460, 2373, 2463, 2464
IPv6; 2236 IGMP and IGMPv2; 1812 Router Requirements; 1771 BGP4

I have used some low-cost, or old PCs to dramatically increase the
number of devices to experiment with in my lab. I use my genuine
routers to complete the task I am working on, or work on the
particular problem, but I use the Zebra routers to add complexity to
the enviroment, such as injecting additional foreign routes, and
simulating additional Autonomous Systems.

Phil makes a good point though... If you are not already Unix/Linux
saavy, this can be a distracting means to achieving an end. I would
only recommend going this route if you can get it all running in a
fairly reasonable amount of time. The people on this list have enough
on their plates without having to embark on the *nix path (Though I
highly recommend that you take that path at some point; then you too
can laugh at the Microsofties in our midst!).
