I am setting dlsw on my lab. The following is my config:
R1:
dlsw local-peer peer-id 1.1.1.1
dlsw remote-peer 0 tcp 2.2.2.2 cost 1
dlsw remote-peer 0 tcp 3.3.3.3 backup-peer 2.2.2.2
dlsw bridge-group 1

R2:
dlsw local-peer peer-id 2.2.2.2
dlsw remote-peer 0 tcp 1.1.1.1
dlsw bridge-group 1

R3:
dlsw local-peer peer-id 3.3.3.3
dlsw remote-peer 0 tcp 1.1.1.1
dlsw bridge-group 1

I think you can understand my config. I want to let "remote-peer 2.2.2.2"
decrease its cost. But when I show the "dlsw cap" on r1 & r2, I see the
cost is not change. When I decrease the cost on "local-peer", I can see
the change.

I find the following words on cisco site:

Although configuring cost on a peer is not required, it can be used to
control which path the sessions use. Cost can be specified on either a
dlsw local-peer or a dlsw remote-peer command. When specified on a dlsw
local-peer command, it is exchanged with remote DLSw+ peers as part of the
capabilities exchange. The cost configured on the dlsw remote peer command
overrides any cost value learned from another devices dlsw local peer
command.
