Personally I would definitely go voice instead of ATM since it is more
affordable and also ATM config is very similar to FR to some extent - so
this is a mitigating factor to go for voice.
If however you are one of these contractors who earns extortionate amounts
of money then go the full way with LS1010 and NM-1A-OC3-MM x 2 with 36xx :-)
