You may need to post config at remote router to find out more... But there is s
omething you can check first.

1. The remote router is directly connected and traffic between local and remote
 router, the VoIP traffic, sent unencrypted. Check if remote router think VoIP
traffic should be encrypted and therefore drop the packets. Test it by ping 172
.16.0.9 from local.
2. Two voip dial-peer, 100 and 200. Which one is used?
3. You call remote by 1T or 2T? Need remote router config to see if the pattern
 match.
4. Did you try dtmf-relay cisco-rtp under voip dial-peer?
