In regards to purchasing equipment, there is no real "Cheap" way to do ATM.
In order to properly study ATM you need as a minimum one ATM switch and at
least 2 routers with ATM interfaces. You can go back to back with the
routers and do PVC's but that is only one small aspect of ATM. You really
need an ATM switch to see how the routers communicates with the switch for
SVC's, Auto PVC discovery, NSAP addressing, etc. In fact in order to study
ATM you really need more than one ATM switch to study inter-switch routing
protocols such as IISP and PNNI.

I think taking classes and renting time in online labs with assistance from
a qualified ATM instructor is the best bet. My ATM lab cost 15K and would
have been an enormous expense except for the fact that my employees can now
use the lab to prepare for the CCIE lab and they are becoming quite
proficient with ATM.

ATM equipment information
If you are going to buy a non Cisco ATM switch I want to point out some
interoperability issues I have seen in the past. I have had difficulty in
the past with some ATM switches NOT sending the NSAP addrress to Cisco
routers running specific ATM modules and IOS versions. I have set up QSAAL
and ILMI PVC's and I have had to shut down the interface and bring it back
up numerous times before the switch would send the NSAP address to the
router. Some switches just would not communicate. My advise is to test your
routers and switch before buying.

1. If you buy an old LS100 be prepared to get no support from Cisco or
anyone else. It's old
    and parts are not available. Do yourself a favor and don't waste your
time.
2. 2600's will not support the ATM modules (NM-1A-OC3MM, etc).
3. You need a 3600 series router to support the ATM modules. (NM-1A-OC3MM,
etc)
4. You can buy NP-1A-MM or NP-1A-SM for 4500 series routers but I have
noticed the the set of QOS commands for ATM are a bit different for the
4500 series NP modules.
5. PA-1A-OC3MM modules can be purchased for 7200 series routers.
