<YES>, they have to be equal. If you can, set it up b/w 2 routers and make
one end a different byte size....take a look at what happens. Can you
say....no connectivity? Make them equal, and make sure you use the proper
byte size based on your port/CIR speeds.

My experience with FRF.12 is mediocre. On lower speed links (~64k), I've run
into issues, even following the theory/examples to a "T".
