EA,
Yes the problem does happen when the second route-map is added for r2 and r5
specifying all other traffic. I checked all of the neighbors initially and
they all have adjacencies. R1 does get a route from r2 at first and then it
gets withdrawn. Below shows the neighbors from r1.
