That's partially accurate for H.323 traffic but there are other ports
for VoIP protocols:

        H.225 - TCP 1720
        H.245 - TCP 11000 - 11999
        RTP - UDP 16384-32768
        Skinny Client/Gateway - TCP 2000 - 2002 (phone, analog, digital)
        MGCP - UDP 2427
        Gatekeeper - TCP 1718 - 1719
        SIP - TCP 5060

Layer 3 QoS for the RTP ports should be set to IP Prec 5 or DSCP EF
Layer 3 QoS for all the control traffic should be set to IP Prec 3 or
DSCP AF31
Layer 2 CoS with 802.1p for the RTP ports should be set to 5
Layer 2 CoS with 802.1p for all the control traffic should be set to 3

I believe they are UDP 16384 - 16484 and TCP 1720?
