Lab 8 BGP Question

I am working on Lab 8a task 5....

I noticed that when I added the access-list one of my BGP peers transitioned
to ACTIVE state.. According to the solution, I needed to add an additional
statement to include BGP any gt port 1023 to fix the issue.

Can someone explain why all BGP TCP ports are not included in the 3rd access
list statement below ?

access-list 100 permit tcp host 137.20.10.70 any eq telnet
access-list 100 permit ospf any any
access-list 100 permit tcp any any eq bgp
access-list 100 permit icmp any any
access-list 100 permit tcp any eq bgp any gt 1023 <------Why do I need this
???
