I am sure they don't. The press release from the VA said the "tests" were
covered under GI Bill, not the training. And even if Cisco Training was
covered, ECP1 is not a Cisco Authorized course (in the sense its not a
course designed by cisco put out there to learning partners).
And with Mentor currently in chaos, you should probably be looking
elsewhere for training.
