You should be using DN to the other side on the dialer map statement, using th
e DN for the
other router's number.
SPID is more of a local thing that you are sending to your own isdn switch and
this will be your SPID number
for yourself.

In cases like this, usually the ISDN simulator is the culprit, not the
routers.
Did you check "show isdn st" on both routers before rebooting your routers?
I know for a fact that Teltone has a nasty habit of dying silently in the
middle of action.
