Can you even do it with 3

access-list 1 deny 158.168.94.0 0.0.0.255
access-list 1 permit 158.168.0.0 0.0.62.255
access-list 1 permit 158.168.64.0 0.0.30.255

Since it is implicit deny, you would not need the last statement, right?
