ISDN Dialing on overload

Dear All,
        I had this strange situation when i was configuring the isdn, one
side i sdialing all the way even if the dialer-list
is like this dialer-list 1 prot ip den.
the reason of the dialing in sh dialer is ( Dialing on
overload)!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
Please advice
