You can set the idle-timeout very high. There needs to
be interesting traffic to reset the idle timer and
bring up the line, but in 12.2(4)T IOS which is brand
new they did introduce a new feature called 'dialer
persistant' that ignores idle time, etc and nails the
interface up. Only way to shut it down is to issue
'shutdown' command. Haven't tried it yet myself
however.
