Actually, I don't think the two configs are the same.
frame-relay traffic-rate 9600 19200 ( 9600 is CIR, but 19200 is Bc+Be)
so it will not be the same as :
frame-relay cir 9600
frame-relay bc 19200------------>> this is only bc

no frame-relay adaptive-shaping

frame-relay cir 9600
frame-relay bc 19200
