c2600 won't take the Passwords - bug or trick ?

I heard it so many times that c2600 sometimes won't take
the passwords - enable or secret.

Even during the lab test, believe or not,this happened but
you get point if you show it to proctor !

Is it possible and how to fix it ? (IOS bug ? )
