Paul,
The backup interface is initiated upon failure of the data-link layer of the
primary interface. So, pulling the cable or shutting down the int will
initiate the backup interface. Try show backup to see what is going on and
also debug backup.

How can I test whether the backup interface works?
Does shutting down the primary interface able to test?
Or do I need to pull out the primary interface cable?
I have tested by shutting down the primary interface
