To allow a frame switch to be used in via a cisco router, here are the steps
to follow:
(assuming layer 1 is working already)

1. Add "frame-relay switching" in global config
2. Set "encap frame" on the serial interfaces in use
3. Add the "frame-relay intf-type dce" command to the serial interface in
use
4. Setup a frame route for the DLCI's

Maybe so.. , but I though that as long as one side was providing a
clock-rate that this would work, it seems like there is more to this..
