At layer 1 the configuration you show will work Ok. You use the "clock
rate" command on the edge router (dce) and remove it from the frame switch
and off you go. Without seeing any configs I don't know if you're getting
mixed up with "frame-relay intf-type" which again allows a choice of dte/dce
provided frame-relay switching is enabled. This sets dte/dce at layer 2 for
frame-relay only.
