Charles: The answer is YES as Brian states. ISIS adjacencies can be
PHY-PHY, PHY-MP, PTP-PTP. Previous threads have addressed the two
ISIS network types, Broadcast (covering PHY-PHY, PHY-MP on FR), and
Point-to-Point. You do need a FR map for CLNS.

An option for a network mismatch is to use a tunnel. ISIS over frame
relay with PHY, MP subinterfaces, and PTP subinterfaces is one of the
exercises in the ECP1 course.
