I may have missed something, but how is having your computer in the same
subnet as the comm server going to help you telnet to different devices in
the network? Can you telnet to the comm server on one of the reverse telnet
ports or something? I don't get it. Please advise.

It's even easier than that, each lab is often set up differently with
regards to the access method so no single answer even if someone breached
the NDA will actually give you what you want.
