Brian,
You need to set the keepalive and timeout values very high to ensure that
once the peer has been established and the link has dropped, the periodic
keepalives do not keep the link up.

Subject: DLSW over ISDN
Could somebody explain or send me a working config of
running DLSW over
isdn. I think it is possible to keep the DLSW peer session
up even
while the link is down but I have had no luck so far. I
know part of
the trick is to have one router set to promiscuous. But I
am unsure how
to set the timers. Any ideas?
Thanks,
Brian D
