- FA's and HA's do not initiate tunnels by themselves,
you need a MN is the catalyst to tunnel initiation.
You should be able to display active tunnels once
MN authentication has been completed successfully.

Subject: Mobile IP Question
I am trying to figure out when the tunnel is established in Mobile IP.
I
have configured the home agents and foreign agents but when I do a "show
ip
mobile tunnel" there is no output.
R3#sh ip mobile tunnel
Mobile Tunnels:
R3#
Does a tunnel appear after a host tries to communicate or is it always
there after configuring the agents?
R3:
