OT:Replace Boot Roms

I replaced the boot ROM's and the flash on a 2501 and now the system will
only boot in "boot" mode. I partitioned the flash into one partition and
the flash does have IOS. I issued the command "boot system flash" and the
config register is set to 2102, however it still boots to boot mode. Any
Ideas??
