Shutting down the serial on R7 causes a hard disconnect of the frame relay
circuit on R6 S0, and the route to e0 on R6 gets aged out of the OSPF
routing table.

Creating a floating static route on R5 to R6 e0 will cause that route to
appear when it disappears from OSPF.

Pinging the address on R6 e0 will bring up the ISDN link if it's configured
properly, which is what they mean by "interesting traffic" bringing up that
line.
