hey bro... - encapsulation failed, perhaps? If it's a production router and
you can create an access list for just that serial subnet and do a debug ip
packet with that access-list, maybe you can see what the problem is... or a
debug ip icmp if it's not a really busy router pair/site

sh int on the suspect interface(s) and read the sh frame map carefully You
might have lost part of the config like a frame map statement or IP address
on the remote side (gremlins) - try a sh cdp nei det and see what you get
from that end.
