Yes you can. Following is an example I've used before:

DTE side:
interface Serial1/1
no ip address
encapsulation frame-relay
no keepalive
!
interface Serial1/1.1 point-to-point
ip address 135.10.12.1 255.255.255.252
frame-relay interface-dlci 102

DCE side:
interface Serial0
no ip address
no ip directed-broadcast
encapsulation frame-relay
no ip mroute-cache
no keepalive
clockrate 64000
!
interface Serial0.1 point-to-point
ip address 135.10.12.2 255.255.255.252
no ip directed-broadcast
frame-relay interface-dlci 102
