But not using the variance.. If you tweak the numbers so that the metric of
the frame relay becomes higher than the one of the BRI link, it is going to
work. Because the BRI is the only one which will be in the routing table
after it has reached 50% usage..

Couple of flaws in this:

Variance would cause 2 packets to go through the serial and then one
through the BRI all the time.
This would also mean that the BRI would have to be active all of the
time.
