The only thing that comes to mind is EIGRP and setting metrics on the
two links so the load will cause dialing. You'll have to deny EIGRP on
the dialer list. ISDN shouldn't kick off a call until traffic (load) on
the frame brings the two metrics equal. You may need to configure
variance and/or the idle timeout also, depending on the burstyness of
the traffic, otherwise the ISDN may appear to flap alot.
Oh, and turn off route caching.
