Russell,
Do a 'debug ip ospf lsa' on both of the isdn routers. This will tell
you which ip is bringing up the isdn line after it comes down. Then filter
that route out of the redistribution into ospf. You will notice that the
lsa route that is bring up the link is already part of ospf and igrp is
trying to put it back into ospf as EX2. Do a 'show ip route' a few times on
another router in the topology and you will notice the routes are changing
from IA to EX2. This is causing a loop in your network.
