Yes, you can create a NBAR policy w/an ACL for the specified subnet.

Is there a way to allow for more bandwidth to one subnet then the other to
access the internet? Lets say I have 2 subnets 10.10.10.0/24 and
10.10.20.0/24. I want to give high priority to 10.10.10.0/24 subnet for
accessing the internet.

Any info is appreciated.
