Jason nailed it. I put a crossover cable between R5 and R6 and the
adjacency formed. I don't know what the switch is doing to stop the
multicasts. I setup eigrp and ospf using that switch which also use
multicasts and those work fine. Those are IP to Ethernet multicasts while
ISIS uses CLNS to Ethernet multicasts, I don't know if that makes a
difference.

I can't get ISIS adjacencies to form over ethernet. Connectivity and config
are at the end. I have tried several different NET addresses from with the
doccd or the Doyle book. All three routers will form ajacencies over serial
and R4 has a token interface it will form an adjacency over. If I give the
CLNS Enable command on the ether interfaces they will form an ES-IS
adjacency. When doing debug ISIS adj-events every router says it is
transmitting L1 and L2 IIH packets, but no of the routers see any hellos
coming in. The interfaces are up/up, ping and cdp are working over these
links.

The problem boils down to all router say they are transmitting hellos but no
of the routers say they are recieving hellos.
